This special issue contains major speeches, reports on plenary sessions, and summaries of sessions addressing various delay reduction plans from the September 1985 National Conference on Court Delay Reduction held in Denver.
Abstract
Following an overview of the Conference's objectives, the issue presents four speeches delivered by distinguished judges, the president of the American Bar Association, and the legal director of the Chevron Corporation. The speakers focused on problems created by delays, responsibility for reform, and reasons for increases in litigation. Other reports chronicle delay reduction efforts from the 1970's to the present and identify key elements in delay reduction or prevention programs. Also covered are delays in appellate, juvenile, family, and domestic relations courts. In another session summary, a chief justice, a state court administrator, and a bar leader discuss their roles in case management. Other issues addressed by conference reports are the need for additional resources, alternative dispute resolution mechanisms such as arbitration and multidoor screening, treatment of victims and witnesses, jury management, and improving pretrial procedures. Examples of court delay reduction programs are included. Tables and lists of speakers.
