This report documents the activities, themes, and lessons learned during the Planning and Implementation phases of the Linking Systems of Care (LSC) for Children and Youth State Demonstration Project, which was launched in 2015 by the U.S. Justice Department's Office for Victims of Crime.
Abstract
The LCS is a multi-year, multi-component implementation project designed to address child and youth victimization though state-level demonstration projects. The goals of the demonstration sites were to develop a cooperative network of child-serving systems and professionals; establish a coordinated approach that ensures every child entering child-serving systems is assessed for victimization and referred to comprehensive services; and sustain the established policies and practices that link systems of care in the short and long term. The Planning and Implementation phases of LSC occurred from January 1, 2015 - September 30, 2018. Illinois, Montana, Ohio, and Virginia were awarded planning and implementation funding. The planning and implementation activities and lessons learned at these four demonstration sites are presented under each of the three guiding principles of the LCS. These are 1) healing individuals, families, and communities; 2) linking systems of care; and 3) informed decisionmaking. The LCS Steering Committee and training and technical assistance providers also add their comments on lessons learned in the planning and implementation phases. Appendices contain tabular presentations of the activities and lessons learned from each demonstration state.
