THIS PROJECT REPORT IDENTIFIES THE OBJECTIVES, ANTICIPATED BENEFITS, AND IMPLEMENTATION REQUIREMENTS OF THE STATEWIDE MANAGEMENT INFORMATION SYSTEM (MIS) OF FLORIDA.
Abstract
THE PROJECT WAS DIVIDED INTO FIVE MAJOR ACTIVITIES: UPDATING THE UNDERSTANDING OF THE CURRENT SYSTEMS, FINALIZING SYSTEM REQUIREMENTS, DEFINING SYSTEM SPECIFICATIONS, DEFINING TECHNICAL REQUIREMENTS FOR THE HIGH PRIORITY PRIORITY SUBSYSTEMS, AND FINALIZING THE IMPLEMENTATION PLAN. THE PURPOSE OF THE AUTOMATED STATEWIDE MIS IS TO ASSIST OPERATIONAL PESONNEL TO PERFORM DAY-TO-DAY ACTIVITIES AND TO PROVIDE MANAGEMENT WITH TIMELY INFORMATION FOR THE DECISIONMAKING PROCESS BY UTILIZING A CENTRAL COMPUTER FOR INFORMATION PROCESSING. BOTH BENEFITS AND OBJECTIVES OF THE SYSTEM ARE IDENTIFIED; THEY CONSIST OF MORE TIMELY AND ACCURATE OFFENDER INFORMATION, IMPROVED OFFENDER ACCOUNTABILITY, AUTOMATION OF THE TENTATIVE EXPIRATION DATE CALCULATION, AND IMPROVED PROGRESS REPORT SCHEDULING. OTHER BENEFITS ARE IMPROVED OFFENDER RELEASE PROCEDURES, IMPROVED RESEARCH AND STATISTICS PROCESS, MORE TIMELY REHABILITATIVE PROGRAM INFORMATION, IMPROVED PRE-PAROLE PROCESS, SECURITY, FLEXIBLE REPORTING CAPABILITY, AND REPORT READABILITY. THE PHASING OF SYSTEM IMPLEMENTATION IS DESCRIBED. MANAGEMENT DECISIONS AND CONSIDERATIONS THAT AFFECT IMPLEMENTATION--DATA ENTRY PERSONNEL, EQUIPMENT INSTALLATION, EQUIPMENT SELECTION, AND SECURITY--ARE OUTLINED. THE IMPLEMENTATION PHASE IS ANTICIPATED TO CONTINUE APPROXIMATELY 2 YEARS AFTER THE APPLICATION DEVELOPMENT HAS BEEN COMPLETED. PROGRAM SPECIFICATIONS INCLUDE A SYSTEM OVERVIEW, SYSTEM ARCHITECTURE, AND LOGIC DESIGN. TABLES, CHARTS, SCREEN LAYOUTS, MULTI-PURPOSE FORMS, DOCUMENTS CONTENTS FORMS, MODULE FUNCTION FORMS, AND OTHER RELATED MATERIALS ARE PROVIDED.
