The California State prison at San Diego will not operate on schedule because of design changes, and the Department of Corrections has used improper accounting and contracting practices. This report recommends ways to prevent similar problems at other prison projects.
Abstract
The San Diego prison is at least 10 months behind schedule because the Prison Policy Committee had approved a design the Department of Corrections later determined did not meet policy guidelines. The department also failed to decide promptly on a sewage disposal method. To avoid future incorrect directions to the architect, the department should develop guidelines for the placement of program functions within prison facilities. The department should use a management schedule for site evaluation and acquisition to identify the sequence of activities for constructing the prison sewage disposal system. The department has not always correctly allocated costs to appropriations for the prison. The department should have a policy of paying for work actually performed rather than a fixed fee whether or not work is performed. The department should ensure that contractors do not perform any work until the contract has been approved by the Department of General Services. Appendixes contain a chronological summary of the project and a summary of amounts paid project contractors between June 4, 1982, and March 25, 1985.
