Hawaii's efforts to curb drug abuse and violence have not focused entirely on law enforcement; prevention strategies have also been implemented in schools and communities, often through collaboration and partnerships.
Abstract
In particular, since the Edward Byrne Memorial State and Local Law Enforcement Assistance Formula Grant Program was initiated in 1987, Hawaii's drug and violence prevention strategy has broadened in an attempt to improve the overall criminal justice system. Drug interdiction and drug abuse remain central to the strategy, but efforts have been directed to other critical issues such as domestic violence, prison overcrowding, and sex offender treatment. Grant awards have been made to programs in law enforcement, prosecution, adjudication, corrections, and parole. Programs funded under the Formula Grant Program are summarized and evaluated that focus on multijurisdictional task forces, improving the effectiveness of law enforcement and the court process, crime prevention, gangs, prosecution, criminal justice information systems, correctional programs, drug abuse treatment, domestic violence, and alternatives to detention. An appendix provides information on Hawaii's drug screening treatment program, the Drug Abuse Resistance Education (DARE) Program, domestic violence programs, and the Statewide Narcotics Task Force.
