This report details the work of Hawaii’s Judiciary during fiscal year 1999.
Abstract
The report presents information on legislative priorities for the year 2000, structure of the Judiciary, new judicial appointments, courts of appeal, trial courts, support services and financial resources. During 1998-1999 Hawaii’s Drug Court embarked on a program to treat offenders who have psychiatric disorders in conjunction with alcohol and drug abuse. The Judiciary continued development of a case management information system by which the public will be able to access information about specific cases, inquire about traffic matters, obtain traffic abstracts, file motions or schedule hearings in a user-friendly environment without going to the courthouse. The First Circuit Family Court joined with other organizations to form the Adoption Connection in an effort to get more children adopted. Hawaii hosted a national consortium on racial and ethnic bias in the courts; the Judiciary evaluated the courtroom performance of 60 State judges; the Family Court developed an education program to help families going through divorce proceedings; “Meet Your Judges Forums” were held for citizens to hold discussions with judges from the appellate, circuit, family and district courts in an effort to “demystify” the courts, provide an arena for judges to hear from members of the general public and to commemorate Law Week.
