THIS ANNUAL REPORT DESCRIBES THE WORK OF AN OFFICE RESPONSIBLE FOR RECEIVING AND RESOLVING COMPLAINTS CONCERNING INMATES, THEIR FAMILIES, AND CORRECTIONS STAFF AND VOLUNTEERS; IT REPRINTS A STUDY ON INMATE PROPERTY.
Abstract
DURING FISCAL YEAR 1979 THE OMBUDSMAN PRESENTED THREE SPECIAL REPORTS AND RECOMMENDATIONS TO THE SECRETARY OF CORRECTIONS. ONE WAS A MAJOR STUDY RELATING TO PROPERTY LOSS COMPLAINTS FROM INMATES. AS A RESULT OF THIS REPORT, NUMEROUS LEGISLATIVE AND ADMINISTRATIVE CHANGES WERE SUGGESTED. THIS REPORT IS REPRINTED IN FULL. IN ADDITION, TWO REPORTS ON INMATE ACCESSIBILITY TO GRIEVANCE FORMS AND INMATE ACCESSIBILITY TO TOILET FACILITIES AT THE REFORMATORY ARE SUMMARIZED. DURING THE YEAR THE OMBUDSMAN'S OFFICE HANDLED 626 COMPLAINTS AND CLOSED 558 CASES. MOST COMPLAINTS CONCERNED INMATE TREATMENT; I.E., FOOD, MEDICAL CARE, RECORDKEEPING, VISITING, PHYSICAL FACILITIES, AND THE HANDLING OF MAIL. SUMMARIES OF THE COMPLAINTS RECEIVED AND THE DISPOSITIONS MADE IN EACH OF THESE CATEGORIES ARE GIVEN ALONG WITH THE STATISTICAL DATA. APPENDIXES REPRINT FORMS USED FOR THE COMPLAINTS, LETTERS WRITTEN IN BEHALF OF MAJOR INVESTIGATIONS, AND OTHER PERTINENT MATERIALS, IN ADDITION TO AN EXTENSIVE BIBLIOGRAPHY.
