This plan for Ohio's alcohol and other drug services for fiscal years 1994-98 was developed through a collaboration of 159 participants from 23 State agencies, 20 boards, 25 statewide organizations, and 24 local community organizations.
Abstract
The plan covers drug treatment, the criminal justice system, drug prevention programs, infrastructure, and program evaluation. An estimated 949,000 people need treatment for alcohol or other drug abuse; the Ohio Department of Alcohol and Drug Addiction Services is working to improve the quality and quantity of treatment services through collaborative partnerships with other providers, quality assurance, and several other strategies. Collaboration between the drug service system and the criminal justice system is clearly needed, because the number of persons imprisoned for drug offenses increased 13 times the percentage increase in arrests. The need for local services for juvenile and adult offenders will increase. Prevention is the largest task ahead and will be addressed through a variety of efforts.
