This program audit examines the status of the Seized Asset Account of the New York State Police and considers expenditures from this source and the ability of the State Police to project revenues.
Abstract
Between 1984 and 1990, 225 Federal forfeiture cases initiated by the State Police were randomly sampled. The account received most of its revenues from forfeiture proceedings. Total revenues of $25.0 million have been received as of March 1991, but $42.2 million has been expended, leaving a shortfall of $17.2 million. The State Police never have used a formal method for projecting revenues, and, except in fiscal year 1989-1990, revenues consistently have fallen short of both projections and appropriations. Although the State Police could improve their ability to project revenues with better use of available information, the problem of disproportionately large cases may limit any projection technique. 2 exhibits, 5 tables, and 1 appendix
