These recommendations of the Joint Advisory Committee on California State Prison Facilities and Incarceration Alternatives focus on improving the facilities and services of State corrections institutions.
Abstract
The Committee recommends that the Central and North facilities at the California Training Facility, the Deuel Vocational Institution, the California Medical Facility, and the California Institution for Men to be improved to meet current correctional security and program standards. In the area of inmate classification, the following recommendations are offered: (1) written guidelines should be developed for substantive criteria applied in classification decisions; (2) the use of risk prediction in classification should be clarified, and inappropriate or invalid predictive considerations should be abandoned; (3) all assignments to medium or maximum security housing should be reviewed regularly; (4) external audits of classification decisions should be instituted by a department or agency deemed appropriate. Other recommendations include the monitoring of correctional facilities to determine compliance with State law, regulations, or applicable standards; contracting with private organizations to operate local correctional centers for appropriate State prisoners; developing suitable compensation schemes and contracts with counties to use specialized facilities for appropriate State prisoners; and the conducting of a disability survey to guide planning for services to prisoners with physical and learning disabilities. Recommendations are also offered in the areas of prerelease placement, inmate medical services, inmate education, female facilities, corrections personnel, and site locations for correctional facilities.
