This report summarizes county expenditures for out-of-home care in Wisconsin, namely, foster homes, group homes, child care institutions, and juvenile correctional facilities.
Abstract
The summary outlines the distribution of Community Youth and Family Aids Program funds, compares 1989 and 1990 expenditures for child care and juvenile correctional institutions, presents tables of 1990 expenditures by county for each of the four major out-of-home placement facilities, and examines the level of State funding that would be available for community-based in-home programs if Youth Aids dollars are used first for out-of-home placements. The State allocated on average $181.24 to counties for each resident from age 12 through 17. A county's actual allocation per youth ranged from $42.74 to $1,006.20. On a statewide basis, $130.27 of the $181 available for each youth was spent on placement in a foster care home, group home, child care institution, or juvenile correctional facility. Approximately 3,680 youth, or 9 of each 1,000 youth, were placed in out-of-home care during 1990. Total county expenditures for institutions were $37,837,478 for calendar year 1989 or 55.4 percent of Wisconsin's Youth Aids allocation. For 1990, expenditures for these institutions were $43,248,386 or 59.1 percent of the allocation. Juvenile correctional institution care accounted for the highest level of expenditures and claimed the greatest percentage of Youth Aids dollars at $23,252,853 or 31.8 percent of the allocation. 3 figures and 8 tables
