The Senior Associate Director of the General Accounting Office's General Government Division discusses the goals and current status of the Command, Control, Communications, and Intelligence (3CI) Program of the United States Customs Service; the program is part of the Federal Government's overall drug interdiction strategy.
Abstract
The Customs C3I program will enable it to integrate multiple sensor and other data sources into centralized facilities to provide detection and identification of suspected drug smugglers, control and coordinate intercept operations, establish communications within the system, and enhance antidrug intelligence. Customs has taken several steps toward establishing 3CI centers. These include warding a contract for technical support services, issuing a request for proposals to start the procurement process, and contracted with an architect/engineer. Coordinating efforts have involved the Coast Guard and other agencies. Several issues regarding the centers and the command roles for each agency remain to be decided.
