Abstract
This bill aims at making the court awards of attorneys' fees in suits against the Government fairer and more predictable. The bill would preserve the availability of counsel by maintaining adequate compensation for prevailing attorneys while checking excessive attorney awards at taxpayers' expense. It would set an overall fee limitation that is reasonable and would provide long overdue increases in Criminal Justice Act compensation levels. Extensive data tables show cases and the attorneys' fees which were awarded.
