PROPOSED AMENDMENTS TO THE REAUTHORIZATION OF THE JUVENILE JUSTICE AND DELINQUENCY ACT ARE DESCRIBED AND THEIR PASSAGE IS URGED.
Abstract
THE USE OF IN-KIND MATCHING FUNDS WOULD BE PROHIBITED AND AN ASSUMPTION-OF-COST PROVISION WOULD BE ADDED TO STATE PLAN REQUIREMENTS TO ENCOURAGE STATE AND LOCAL LEGISLATIVE OVERSIGHT, TO MINIMIZE WASTE, AND TO FACILITATE PROGRAM CONTINUATION AFTER CESSATION OF FEDERAL FUNDING. A NUMBER OF ADMINISTRATIVE PROVISIONS OF THE CRIME CONTROL ACT WOULD BE APPLIED TO THE JUVENILE JUSTICE ACT, SO THAT LEAA COULD ADMINISTER THE TWO ACTS IN A PARALLEL FASHION. APPENDIXES INCLUDE THE AMENDMENT BILL AND A SECTIONAL ANALYSIS.
