This booklet describes programs in various States that are designed to enhance either the employability of high school graduates or their options for completing postsecondary education.
Abstract
The programs described are presented under nine categories. One category consists of coordinated human resource investment planning bodies. These bodies develop a human investment strategy for a State that coordinates the activities of the State's education, training, and economic development agencies. Other described programs are intended to enhance school-to-employment transitions, and another category of programs structures student apprenticeships whereby students work in businesses while they are in school. Another program category involves technical preparation which consists of career counseling, school-college collaboration, applied academics in basic subject areas, gradually increasing technical concentration, and business involvement. Other program categories involve youth community service, employers as active partners in education and training, alternative learning centers, new pathways to postsecondary education, and creative funding mechanisms for human investment.
