AFTER A SHORT DESCRIPTION OF THE OPERATION OF THE CRIMINAL JUSTICE SYSTEM, THIS BOOKLET TOUCHES ON REVENUE SHARING AND BLOCK ACTION GRANTS. IT ALSO CONSIDERS POLICE FUNCTIONS AND TRAINING, COURT REFORM AND IMPROVED JUDICIAL ADMINISTRATION, STATE IMPROVEMENTS IN CORRECTIONS AND REHABILITATION, AND COMMUNITY RELATIONS AND CITIZEN INVOLVEMENT. OTHER TOPICS OF CONCERN INCLUDE VICTIMLESS CRIMES, RIOT AND CIVIL DISORDER CONTROL AND PREVENTION, THE DETECTION AND PROSECUTION OF ORGANIZED CRIME, AS WELL AS RESEARCH AND DEVELOPMENT. THE AUTHOR CONCLUDES THAT SUCCESSFUL STATE LEADERSHIP IN REFORMING THE CRIMINAL JUSTICE SYSTEM IS CRUCIAL.
