This report presents the accomplishments to date in meeting the planning provisions (case classification system, community-based programs, and organizational structure) of South Carolina's 1981 Parole and Community Corrections Act, designed to strengthen community-based corrections programs.
Abstract
The plan for the implementation of a case classification system for the Department of Parole and Community Corrections (DPCC) is derived from the model systems approach to classification in probation and parole developed by the National Institute of Corrections. The classification system will empirically examine the client's life circumstances to determine the most appropriate level of supervision, and it will assist in determining a client's social, educational, vocational, financial, and emotional needs, thus suggesting appropriate referrals to community services. The system will provide a data base for measuring client progress under supervision, and, when implemented, classification will aid a client's reintegration into the community. The system will integrate the following components: a risk assessment scale, a client management system, a standard reclassification process, a workload budgeting and deployment system, and a management information system. The primary funding source for the DPCC will be direct State appropriation. Attachments include the forms used in assessment, a classification process flow chart, and cost estimates for the management information system. Appended are a summary of the Parole and Community Corrections Act, procedures for the supervised furlough program, and the program plan for staff development and training.
