THIS REPORT PROVIDES A MACROSCOPIC VIEW OF ILLINOIS' EFFORTS IN PLANNING AND IMPLEMENTING A STATEWIDE 911 EMERGENCY TELEPHONE NUMBER SYSTEM AND DISCUSSES 911 FEATURES, ALTERNATIVES, COSTS, AND PROBLEMS.
Abstract
THE THREE-DIGIT TELEPHONE NUMBER, 911, HAS BEEN DESIGNATED AS THE 'UNIVERSAL EMERGENCY NUMBER' FOR PUBLIC USE THROUGHOUT THE UNITED STATES TO REPORT EMERGENCIES AND REQUEST EMERGENCY ASSISTANCE. IN 1975, THE ILLINOIS LEGISLATURE ORDERED THAT 911 SERVICE BE IMPLEMENTED IN ALL ILLINOIS COMMUNITIES BY 1985. THIS REPORT IS ONE OF THREE VOLUMES WHICH PROVIDE, RESPECTIVELY, A BASIS FOR STATE, LOCAL, AND TELEPHONE COMPANY PLANNING FOR 911 SYSTEMS IN ILLINOIS. THIS VOLUME COMPLEMENTS THE OTHER TWO PLANNING MANUALS BY PROVIDING AN OVERVIEW OF THE ILLINOIS EFFORT. THE REPORT CONTAINS DISCUSSIONS OF SUCH TOPICS AS THE CURRENT SITUATION IN 911 SYSTEMS DEVELOPMENT; LOCAL PERCEPTIONS OF 911 AND LOCAL REQUIREMENTS FOR 911; THE IMPACT OF TELEPHONE AND PUBLIC SAFETY SITUATIONS ON 911 DEVELOPMENT; FINANCING OF 911 SYSTEMS; AND MANAGEMENT OF 911 SYSTEMS. THE ROLE OF THE ILLINOIS COMMERCE COMMISSION IN THE DEVELOPMENT, IMPLEMENTATION, AND EVALUATION OF 911 SYSTEMS IS DESCRIBED. FINALLY, 911 PROBLEM AREAS AND A PROGRAM FOR IMPLEMENTATION OF 911 ARE PRESENTED. TABULAR MATERIAL AND A MAP OF ILLINOIS TELEPHONE COMPANIES ACCOMPANY THE TEXT. APPENDIXES PRESENT ANCILLARY 911 REQUIREMENTS, THE TEXT OF ILLINOIS HOUSE BILL 911, AND A PROPOSED FORMULA FOR GENERATING STATE-LOCAL SUBVENTION RATES.
