This annual publication presents information about offenses against prison discipline and punishment of offenders in England and Wales during 1995.
Abstract
The tables in this document include offenses proved at adjudication at Prison Service establishments and exclude charges dismissed and not completed. They also exclude charges referred to the police, a small fraction of offenses in Prison Service establishments. Approximately 105,300 offenses against prison discipline were punished in 1995, 4 percent less than in 1994. The most common offenses were disobedience/disrespect and unauthorized transactions, which includes possession or unauthorized use of controlled drugs; these offenses combined accounted for 70 percent of all offenses. Offenses involving violence accounted for approximately 12 percent of offenses. Those charged or convicted of robbery or burglary committed a disproportionate number of offenses against prison discipline. The most common punishments in male establishments were additional days and stoppage or reduction of earnings with additional days and forfeiture of privileges the most common punishments in female establishments. There was a 20 percent increase in the average duration of cellular confinement punishments over 1994. Figures, tables, notes
