Annotation

This statistical survey conducted by the Council for Penological Cooperation covers the prison populations of 16 European countries as of September 1, 1991, and the flow of inmates for 1990.

Abstract

The raw data solicited permitted to calculate the total prison population for each country, detention rate per 100,000, proportion of untried prisoners within the prison population, pretrial detention rates per 100,000, proportion of women prisoners, proportion of juvenile and young adult prisoners, and proportion of foreign prisoners. Nine of these countries experienced a considerable upward trend in their total prison populations since September 1, 1990 (Hungary, Switzerland, Norway, Spain, Austria, France, Germany, United Kingdom, and Finland), while seven states experienced a decrease (Italy, Luxembourg, Iceland, Sweden, Belgium, Portugal, and Turkey). With the exception of Turkey, however, no country experienced a lasting decrease in prison populations. For inmate flow, the following indicators were calculated: number of entries in 1990, rate of imprisonments per 100,000 in 1990, rate of untried prisoners, and indicator of average duration of imprisonment.
