THE GOALS AND PROGRAM COMPONENTS OF A PILOT PROJECT TO DEINSTITUTIONALIZE STATUS OFFENDERS IN SELECTED RURAL AND URBAN COUNTIES IN GEORGIA ARE DESCRIBED.
Abstract
THE PROGRAM WILL BE CONDUCTED BY THE GEORGIA DIVISON OF YOUTH SERVICES IN THE STATE'S DEPARTMENT OF HUMAN RESOURCES. THE FIRST PHASE OF IMPLEMENTATION IS PLANNED FOR OCTOBER 1976 THROUGH JANUARY 1, 1977; THE SECOND PHASE IS FOR JANUARY 1, 1977, THROUGH SEPTEMBER 30, 1977. THE PROGRAM INCLUDES AN IN-HOME SUPERVISION UNIT, ATTENTION HOMES, CONTRACT HOMES, AND PURCHASED SERVICES. IN THE IN-HOME SUPERVISION UNIT, CRISIS TEAMS WILL GIVE PROFESSIONAL SUPPORT TO THE STATUS OFFENDERS AND TRY TO INCREASE FAMILY AND COMMUNITY TOLERANCE OF THE OFFENDER. COMMUNITY DETENTION WORKERS WILL EACH SUPERVISE FIVE TO EIGHT YOUTH IN LIEU OF SECURE DETENTION AND WILL SUPERVISE YOUTH AND PARENTS IN ATTENTION HOMES. ATTENTION HOMES WITH 33 BEDS EACH WILL DIVERT A MAXIMUM OF 138 CHILDREN FOR 9 MONTHS FROM ANY CONTACT WITH A SECURE INSTITUTION. EXPECTED ATTENTION HOME COSTS WILL BE $6.60 PER DAY PER PERSON WHEN OCCUPIED, COMPARED TO $24 PER DAY PER PERSON FOR A DETENTION CENTER. CONTRACT HOMES WILL BE DESIGNED FOR LONG-TERM PLACEMENT WHEN INTENSIVE AND SPECIALIZED TREATMENT IS NEEDED. PURCHASED SERVICES WILL INCLUDE PSYCHOLOGICAL DIAGNOSES AND TREATMENT, LONG-TERM FOSTER CARE, AND SPECIALIZED RESIDENTAL TREATMENT. SERVICES WILL BE COORDINATED WITH A LOCALLY APPOINTED ADVISORY BOARD. APPROACHES FOR COPING WITH SUCH PROBLEMS AS SERIOUSLY DISTURBED STATUS OFFENDERS AND DEINSTITUTIONALIZATION IN RURAL AREAS CAN BE TESTED IN THE MODEL AREAS SELECTED. IN THE PROGRAM'S FIRST 9 MONTHS, FROM 19 TO 29 PERCENT OF THE STATE'S STATUS OFFENDERS CAN BE DEINSTITUTIONALIZED; IN THE SECOND 9 MONTHS, FROM 29 TO 36 PERCENT.
