This report presents the results of the 2006 Rhode Island State and Municipal Law Enforcement Technology Survey, which allows law enforcement and criminal justice agencies statewide to share "best practices" in the use of computer and information technology to perform their work.
Abstract
The report compares responses from the 2004 and 2006 surveys. In 2006, responding agencies reported having 1,540 workstations, compared with 1,477 stations reported in 2004. The number of full license Rhode Island Law Enforcement Telecommunications System (RILETS) terminals statewide was 156 in 2006 compared with 166 in 2004. The number of Cyberlinx licenses statewide in 2006 was 58, compared to 80 in 2004. Mobile data terminals (MDTs) numbered 763 in 2006, compared to 702 in 2004. Data are reported on each responding agency's use of MDTs, MDT RILETS vendor, whether MDTs have improved agency efficiency, the percentage increase in inquiries since MDT installation, the percentage increase in arrests since the installation of MDTs, the percentage decrease in the average traffic stop time since the installation of MDTs, and the percentage increase in officer time on the road since the installation of MDTs. Survey results also compare the following survey information for 2006 and 2004: records management system (RMS) vendors, respondents' ratings of their internal computer expertise, names of cellular vendors, the nature of the wireless hook-up, whether digital mug shots are taken, whether departments have a Livescan machine, software for desktop computer operating systems, software for local area networks, the use of computer aided dispatch (CAD), and whether the CAD is integrated with the fire department. Data also show whether an agency's community has a municipal court; and, if so, whether there is interoperability between the municipal court and the agency's RMS. Data are shown for all responding agencies statewide as well as for each agency.
