RESEARCH SURVEY ON THE ROLES AND FUNCTIONS OF PRISON ADMINISTRATORS AND THEIR RELATIONSHIPS WITH SPECIALIZED CORRECTIONAL PERSONNEL, IN MEMBER STATES OF THE COUNCIL.
Abstract
THE RESEARCH COMMITTEE SUMMARIZES ITS FINDINGS ON THE TASKS OF PRISON ADMINISTRATORS, COMMUNICATIONS BETWEEN THEM AND OTHER CUSTODIAL PERSONNEL, THEIR CONTACTS WITH COURTS AND DEPARTMENTS OUTSIDE OF THE PRISONS, AND THEIR ATTITUDES TOWARDS ACTIVITIES IN PENOLOGICAL RESEARCH. WORKING CONDITIONS, GRADES, SALARY SCALES, PROMOTION AND TRANSFER CRITERIA, AND RETIREMENT AGES ARE ALSO REPORTED. THE METHODS USED IN APPOINTING PRISON ADMINISTRATORS ARE REVIEWED, AS WELL AS TRAINING PROCEDURES. THE APPENDICES CONTAIN THE QUESTIONNAIRE WHICH WAS USED IN THE SURVEY, THE INDIVIDUAL REPLIES FROM FIFTEEN MEMBER STATES, AND MONOGRAPHS ON THE ROLE OF THE GOVERNING STAFF IN PENAL INSTITUTIONS.
