A FILM WHICH DETAILS LEGAL PRINCIPLES AND PROCEDURES INVOLVED IN STOPPING AN INDIVIDUAL FOR QUESTIONING AND CONDUCTING A PAT-DOWN OR FRISK FOR WEAPONS, THROUGH A SERIES OF FOUR SIMULATED STOP AND FRISK SITUATIONS.
Abstract
IN THE FIRST SCENE, A YOUNG MAN IS STOPPED FOR ACTING SUSPICIOUSLY WHILE CARRYING SEVERAL ARTICLES OF CLOTHING. THROUGH THIS SITUATION, THE CONDITIONS UNDER WHICH AN INDIVIDUAL MAY BE STOPPED ARE REVIEWED. THE SECOND SITUATION DEALS WITH THE QUESTION OF HOW LONG AN INDIVIDUAL MAY BE DETAINED. HERE, A YOUNG WOMAN IS STOPPED FOR VEHICLE EQUIPMENT FAILURE. WHEN THE VEHICLE IS FOUND TO BE OPERATING PROPERLY, THE POLICE CONTINUE THE INVESTIGATION, AND FIND EVIDENCE OF MARIJUANA. HOWEVER, THIS CONTINUED SEARCH IS SHOWN TO BE ILLEGAL, SINCE AN INDIVIDUAL MAY ONLY BE DETAINED FOR AS LONG AS IS REASONABLY NECESSARY TO ACCOMPLISH THE PURPOSE FOR THE STOP. THE NEXT SITUATION SHOWS THE UNWARRANTED SEARCH OF A HITCHHIKER. THROUGH THIS SCENE, THE CONDITIONS THAT JUSTIFY THE FRISKING OF AN INDIVIDUAL ARE OUTLINED. IN THE FINAL SCENE THE SCOPE OF THE FRISK IS INVESTIGATED. HERE, THE OFFICER EXCEEDS HIS AUTHORITY BY REMOVING THE CONTENTS OF THE SUSPECT'S POCKETS, WITHOUT REASONABLE SUSPICION THE OBJECT REMOVED WOULD PROVE TO BE A WEAPON. THERE IS A SEPARATE TRAINING MANUAL WITH AN OUTLINE OF THE PRINCIPLES AND PROCEDURES, FOR STOP AND FRISK. A LESSON PLAN ON STOP AND FRISK, AND AN EXAMINATION ON STOP AND FRISK ISSUES ARE INCLUDED.
