THE PROGRAM AND OPERATIONS OF A COOPERATIVE ALCOHOL AND DRUG TREATMENT PROGRAM FOR INMATES OF JAILS IN FOUR NEW HAMPSHIRE COUNTIES ARE DESCRIBED, AND EVALUATIVE OBSERVATIONS ARE REPORTED.
Abstract
THE PROJECT WAS ESTABLISHED BY A MULTILATERAL AGREEMENT AMONG THE NEW HAMPSHIRE COUNTIES OF HILLSBOROUGH, MERRIMACK, ROCKINGHAM, AND STRAFFORD TO OPERATE A COOPERATIVE ALCOHOL AND DRUG TREATMENT PROGRAM FOR INMATES OF THEIR JAILS AND HOUSES OF CORRECTION. FUNDING IS ACCOMPLISHED BY PRORATING THE LOCAL MATCH CONTRIBUTION OF EACH COUNTY TO THE GOVERNOR'S COMMISSION ON CRIME AND DELINQUENCY AWARD ON THE BASIS OF POPULATION. THE PROGRAM PROVIDES IDENTIFICATION, DIAGNOSIS AND SCREENING, EDUCATION AND COUNSELING, PLACEMENT AND REFERRAL, AND OTHER THERAPEUTIC SERVICES TO INMATES EXPERIENCING THE EFFECTS OF SUBSTANCE ABUSE. THE PROJECT HAS A STAFF OF FOUR PERSONS HEADQUARTERED IN STRAFFORD COUNTY, THE FISCAL AGENT FOR THE GRANT. THE FOLLOWING SUMMARY COMMENTS ARE THE SUBSTANCE OF THE EVALUATION, WHOSE METHODOLOGY AND DESIGN ARE NOT REPORTED: (1) THE PROGRAM IS CONSCIENTIOUSLY OVERSEEN BY THE STAFF AND OPERATED STRICTLY IN ACCORDANCE WITH FISCAL AND PROGRAMMATIC REQUIREMENTS ESTABLISHED BY LEAA AND THE GOVERNOR'S COMMISSION ON CRIME AND DELINQUENCY; (2) STAFF MEMBERS ARE HIGHLY QUALIFIED AND COMPETENT; (3) THE PROJECT HAS BEEN CAREFULLY DESIGNED TO SERVE THE NEEDS OF INMATE PARTICIPANTS, TO ACCOMMODATE THE CORRECTIONAL ADMINISTRATIONS IN THE FOUR COUNTIES, AND TO INCORPORATE A BROAD RANGE OF CURRENTLY ACCEPTED PRACTICE IN CORRECTIONAL SUBSTANCE ABUSE GUIDANCE AND THERAPY; AND (4) THE SHARED-SERVICES ARRANGEMENT, WITH THE PARTICIPATING COUNTIES CONTRIBUTING LOCAL MATCH FUNDS, REDUCES OPERATING COSTS AND GIVES EACH COUNTY AN 'OWNERSHIP' INTEREST IN FOSTERING A SUCCESSFUL AND INNOVATIVE PROGRAM. A BUDGET FOR THE GRANT PERIOD OF DECEMBER 2, 1977 TO JUNE 30, 1979 IS PRESENTED, WITH CONTRIBUTIONS FROM FEDERAL, STATE, AND LOCAL SOURCES INDICATED. A TABLE PRESENTS THE CASELOAD FROM SEPTEMBER 1978 THROUGH MARCH 1979. CONTINUED SUPPORT OF THE PROJECT IS RECOMMENDED. (RCB)
