Abstract
The content of the strategic plan covers the needs for institutional capacity and programs, community sanctions and services, allocation of responsibilities between the State and counties for correctional facilities and programs, changes in siting procedures, both in the criminal justice information systems and in the general criminal justice systems. Key recommendations focus on control of who goes to prison, the establishment of a balance between sentencing guidelines and revision of the parole matrix, and community supervision. Other recommendations deal with the Community Corrections Act, allocation of State and local responsibility, coordination and improvement of correctional administration, implementation of needed institutional programs, and changes in prison siting procedures. To counteract the deficiencies of the information system, changes for coordination within the criminal justice information and care system are proposed.
