AN INTERACTIVE EVALUATION OF ALL PHASES OF THE DESIGN AND IMPLEMENTATION OF THE MANAGEMENT DEVELOPMENT PROGRAM 'STRATEGIC MANAGEMENT IN CORRECTIONS' IS PRESENTED.
Abstract
INTERACTIVE EVALUATION IMPLIES OBSERVATION AND ON-THE-SPOT FEEDBACK DURING BOTH PLANNING AND PROGRAM SESSIONS, AS WELL AS THE MORE CONVENTIONAL CRITICISM BASED ON INTERVIEWS WITH PROGRAM PARTICIPANTS AND QUESTIONNAIRES AFTER THE PROGRAM SESSIONS. THE PROGRAM WAS DESIGNED AND CONDUCTED BY THE MANAGEMENT AND BEHAVIORAL SCIENCE CENTER OF THE WHARTON SCHOOL OF THE UNIVERSITY OF PENNSYLVANIA. THIS EVALUATION REPORT ANALYZES THE FOLLOWING PHASES OF THE PROGRAM: THE FOUR REGIONAL WORKSHOPS DURING APRIL, MAY, AND JUNE 1976; THE FIELD VISITS BY STAFF CONSULTANTS OVERLAPPING THE REGIONAL WORKSHOPS; AND THE FINAL PLENARY RESIDENTIAL CONFERENCE IN PHILADELPHIA, SEPTEMBER 19-23, 1976. THE EVALUATION OF THE REGIONAL WORKSHOPS, THE INCLUSION OF COPARTICIPANTS AMONG THE ATTENDEES, THE USE OF 'BACK HOME' REAL PROBLEMS SELECTED BY ATTENDEES TO TEST LEARNINGS FROM THE PROGRAM, AND THE FIELD VISITS BY THE MBSC STAFF ARE EMPHASIZED. APPENDIXES PRESENT A GROUP INTERVIEW OF THE FINAL RESIDENTIAL CONFERENCE, A SAMPLE QUESTIONNAIRE AND FINAL EVALUATION QUESTIONNAIRE, AND TABULATED DATA.
