This article examines overcrowding in detention and describes strategies to deal with the problem.
Abstract
The article analyzes two strategic planning studies conducted in the 7th and 14th Judicial Courts in Illinois in order to identify issues pertaining to overcrowding in detention. The process for developing each county's juvenile justice system strategic plan consisted of five steps: (1) establishment of a steering committee; (2) steering committees adopted vision and mission statements; (3) collection and analysis of data on detention services and juvenile justice system trends and characteristics; (4) preparation of projections of future demand for detention services; and (5) identification of options for meeting future detention service requirements and development of an overall master plan. The article compares and contrasts results from the two studies, including results that illustrate some of the factors that lead to overcrowding, and provides general strategies and specific recommendations to combat the problem.
