These guidelines present five major State strategies for allocating the mandated 30 percent of Juvenile Justice and Delinquency Prevention formula grant funds to programs and services for serious and violent juvenile offenders.
Abstract
The strategies, which focus on altering the policies that affect processing and disposition, include (1) drafting or amending legislation, (2) developing and using performance standards for juvenile correctional facilities, (3) addressing the issue of discretion in the juvenile justice system's response to these offenders, (4) providing for continuity of care in the treatment of youth from disposition to release into the community, and (5) disseminating information and educating the public about the pervasiveness and educating the public about the pervasiveness and seriousness of juvenile crime. Each of these five strategies is defined in terms of the problem to be addressed, the strategy and its implementation, and political constraints in implementation.
