Alternative strategies to new jail construction which are designed to reduce local jail overcrowding include those which affect admissions or intake, those which affect individuals awaiting trial or sentencing, and those which impact on disposition or sentencing alternatives.
Abstract
Before effective alternate strategies can be devised and implemented, a complete assessment of the local correctional system is necessary. Basic steps in this assessment include identifying the existing system; determining movement through the system; identifying characteristics of offenders; identifying bottlenecks and resources; selecting decision points for impact; determining constraints; devising goals; and designing, implementing, and evaluating strategies. Two footnotes and three exhibits are provided.
