FIGHTING ORGANIZED CRIME IN A BIG CITY LIKE MUNICH, WEST GERMANY, CALLS FOR COMPLEX AND FAR-REACHING ORGANIZATION AND PLANNING BECAUSE THE CRIMINAL ORGANIZATIONS' ACTIVITIES ARE SO VERY COMPLEX AND SO VARIED IN NATURE.
Abstract
DIFFICULTIES IN FIGHTING ORGANIZED CRIME ARE CAUSED BY THE PROFESSIONALISM OF THE GANG MEMBERS, COMPARTMENTING AND CAMOUFLAGING WITHIN THE GANGS, THE STRICT DISCIPLINE AND TIGHT ORGANIZATION OF THE GANGS, THEIR STRONG FINANCIAL POSITION, THE UNSCRUPULOUSNESS WITH WHICH THEY OPERATE, THE REFUSAL OF VICTIMS AND WITNESSES TO TESTIFY, AND THE INTERNATIONAL NATURE OF THEIR MEMBERSHIP AND THEIR EXCELLENT OPERATIONAL MOBILITY. DESCRIBED ARE THE FUNCTIONAL ORGANIZATION, EQUIPMENT, STRATEGIC PRINCIPLES AND COMPUTER AIDED INFORMATION SYSTEM USED BY THE MUNICH POLICE IN FIGHTING ORGANIZED CRIME. ALSO DESCRIBED IS THE COOPERATION OF THE MUNICH POLICE WITH OTHER POLICE AUTHORITIES IN WEST GERMANY AND WITH THE PUBLIC PROSECUTOR'S OFFICE. CASE HISTORIES ILLUSTRATIVE OF THE WORK OF THE MUNICH POLICE AGAINST ORGANIZED CRIME ARE PRESENTED. PREVENTIVE PRELIMINARY POLICE INVESTIGATION WORK, WORK WITH FOREIGN WORKERS AND THE CONTROL OF PROSTITUTION ARE ALSO DISCUSSED. --IN GERMAN
