Abstract
PROPOSALS INCLUDE ADDITION OF AN INTERMEDIATE APPELLATE COURT TO HEAR ONLY CASES HAVING PRECEDENTAL VALUE, SELECTION OF CAREER LAW CLERKS, CREATION OF THE POSITION OF 'ASSISTANT TO THE COURT' AS A DIRECTOR OF RESEARCH, USE OF SUCH EXTRA-JUDICIAL AUTHORITIES AS UNIVERSITY LAW FACULTIES AFTER THE FRENCH 'MINISTERE PUBLIC', REDUCTION OF DECISION POINTS BY REMOVAL OF SEGMENTS OF THE LAW FROM COURT DOMAIN, CREATION OF LAW REVISION COMMISSIONS, CREATION OF AN AUTONOMOUS EDUCATIONAL UNIT FOR APPELLATE JUDGES, AND INCREASED PRESSURE ON LEGISLATURES TO PROVIDE ADEQUATE MEANS TO SUPPORT EFFICIENT COURT OPERATION.
