RECENT DEVELOPMENTS IN CASE LAW AND PROCEDURES FOR CITIZEN STOPS AND FIELD INTERVIEWS BY POLICE ARE PRESENTED.
Abstract
THREE MAJOR AREAS ARE REVIEWED: 'STOP AND FRISK' CASES BROUGHT BEFORE THE U.S. SUPREME COURT, VAGRANCY LAWS, AND GUIDELINES GOVERNING STREET ENCOUNTERS THAT HAVE BEEN ISSUED BY POLICE AGENCIES. AN EMPIRICAL STUDY IS PRESENTED WHICH SUGGESTS THAT THE VALUE OF STREET ENCOUNTERS AS A POLICE TECHNIQUE IS NEGLIGIBLE. THE IMPLICATIONS OF THIS DATA FOR PRINCIPLES OF FREEDOM, PRIVACY, AND ORDER ARE ALSO DISCUSSED. (AUTHOR ABSTRACT MODIFIED)
