This summary presents results of a comprehensive study of the strength, functioning, and organizational structure of the police forces in the Netherlands.
Abstract
The study found that police manpower is being underused and that this is due in large part to the current police organizational structure and management practices. Serious problems exist in both the internal and external functioning of the police organization. Recommendations are to freeze quantitative increases in police strength and concentrate on qualitative improvements in personnel deployment and command structures under the overall leadership of the Ministry of the Interior. The pressing need is for policy and goal setting to be articulated at the national level in such a way that local police work can implement them effectively and without contradiction of theory and practice.
