Using participant observation and police records, the author has developed an outline of the structural organization of the Fuerza Publica (national police) in Costa Rica.
Abstract
The paper outlines geographical and demographic factors related to Costa Rica, stressing that it is the most peaceful and democratic country in Central America. In 1949, Costa Ricans adopted a constitution which forbade a standing military and charged the police with the duty to preserve public order and to protect the country. Police power is under the control of civilian authorities. The general responsibilities of the police are to protect citizens, maintain order, safeguard the laws and the constitution, and to become a defense force if the country is attacked or its territory is violated. The police use a chain of command based upon a military model. Major divisions of the police force include the Corps of the Provinces, military police, Northern and Southern Commands, criminal investigation, drug control, immigration, air wing, naval base, communications, medical and social assistance, national press, and information center. 51 notes
