THIS STUDY EXAMINES PENAL INSTITUTIONS, INMATE HOUSING, WORK ASSIGNMENTS, HEALTH CARE, LEGAL SERVICES, VISITATION AND CORRESPONDENCE RIGHTS, DISCIPLINARY PROCEDURES, INMATE REPRESENTATION, AND REHABILITATION PROGRAMS.
Abstract
THE STUDY CONCLUDES THAT THE PRESENT ADULT CORRECTIONAL SYSTEM IN LOUISIANA FAILS TO MAKE AVAILABLE TO INMATES THE KINDS OF EXPERIENCES DESIGNED TO NURTURE INTEGRATION INTO THE COMMUNITY. IT WAS DETERMINED THAT LOW PRIORITY IS GIVEN TO REHABILITATION SERVICES AND VOCATIONAL TRAINING PROGRAMS AS COMPARED TO SECURITY OPERATIONS. THE ADVISORY COMMITTEE STRONGLY URGES THAT THE GOVERNOR IMMEDIATELY ESTABLISH A SPECIAL CITIZENS TASK FORCE TO INCLUDE STATE OFFICIALS AND PRIVATE CITIZENS FOR THE PURPOSE OF PREPARING A BLUEPRINT FOR CORRECTIONAL REFORM, ALONG WITH A STRATEGY FOR MOBILIZING PUBLIC SUPPORT FOR SUCH REFORM. STATE LEGISLATIVE ACTION IS URGED TO PROVIDE ADDITIONAL FUNDS FOR SPECIFIC REHABILITATION PROGRAMS. EQUAL EMPLOYMENT OPPORTUNITY FOR MINORITIES AND WOMEN, ALONG WITH QUALITY TRAINING AND SALARY INCENTIVES ARE RECOMMENDED FOR CORRECTIONS PERSONNEL. RECOMMENDATIONS FOR REFORM ARE ALSO OFFERRED IN THE AREAS OF INMATE RIGHTS, WORK ASSIGNMENTS, GRIEVANCES, VOCATIONAL TRAINING, AND HEALTH CARE....RCB
