STUDY OF COMMUNITY-BASED ALTERNATIVES TO IMPRISONMENT IN MONROE COUNTY (NY) AVAILABLE TO PERSONS 16 YEARS OLD OR OLDER, EMPHASIZING PRETRIAL AND SENTENCING PROCESSES.
Abstract
THE STUDY WAS UNDERTAKEN TO IDENTIFY ALTERNATIVES CURRENTLY EXISTING IN MONROE COUNTY, DETERMINE HOW WELL KNOWN THEY ARE TO THE COMMUNITY AND THE CRIMINAL JUSTICE SYSTEM, DETERMINE THE EXTENT TO WHICH THESE ALTERNATIVES ARE UTILIZED, AND IDENTIFY NEEDED ADDITIONAL ALTERNATIVES. TWO QUESTIONNAIRES WERE DEVELOPED TO EXPLORE COMMUNITY RESOURCES WITH THE POTENTIAL FOR BEING ALTERNATIVES TO INCARCERATION AND TO SUBSTANTIATE HOW PEOPLE WORKING IN THE CRIMINAL JUSTICE SYSTEM VIEW AND USE ALTERNATIVES. THE RESULTS REVEALED THAT SPECIFIC EXISTING AND VIABLE PROGRAMS WERE NOT WIDELY RECOGNIZED IN THE COMMUNITY AND THAT THE PERSONS MOST IN CONTROL OF ALTERNATIVE PLACEMENT DO NOT RECOGNIZE THE NEED FOR GREATER UTILIZATION OF ALTERNATIVES TO INCARCERATION.
