RESULTS OF A COMPREHENSIVE DATA COLLECTION EFFORT IN WHICH PERSONAL INTERVIEWS, QUESTIONNAIRES AND REVIEWS OF RECORDS WERE USED TO GATHER INFORMATION ON JAIL PROGRAMS, CONDITIONS, PERSONNEL, AND ADMINISTRATION.
Abstract
A COMPREHENSIVE QUESTIONNAIRE WAS DEVELOPED WHICH SOLICITED BOTH STATISTICAL INFORMATION AND OPINIONS FROM ALL THE LAW ENFORCEMENT JURISDICTIONS IN THE STATE WHICH OPERATED DETENTION ON CORRECTIONAL FACILITIES. THE QUESTIONNAIRE WAS MAILED TO ALL SHERIFFS, SUPERINTENDENTS, AND CHIEFS OF POLICE IN THE STATE, REQUESTING THAT THOSE JURISDICTIONS WHICH DID NOT OPERATE THEIR OWN FACILITIES REPORT WHAT FACILITIES WERE BEING USED BY THEM. PERSONAL VISITS TO EACH COUNTY AND A QUESTIONNAIRE ON STAFFING AND PERSONNEL PATTERNS WERE ALSO USED. DATA WAS OBTAINED ON THE POPULATION OF LOCAL DETENTION AND CORRECTIONAL SYSTEMS, LOCAL CORRECTIONAL ORGANIZATION, PROGRAM EVALUATION, AND INSTITUTIONAL PROGRAMS SUCH AS WORK PROGRAMS, VOCATIONAL REHABILITATION, ACADEMIC REHABILITATION, CORRECTIONAL SERVICES, MEDICAL SERVICES, AND RECREATIONS. INFORMATION ON TRAINING, PERSONNEL, FACILITY CONDITIONS, AND CONFINEMENT OF ALCOHOLICS WAS ALSO COLLECTED. IN GENERAL, A GREAT NEED WAS SHOWN IN THE AREAS OF IMPROVED INSTITUTIONAL PROGRAMS, ORGANIZATION, ADMINISTRATION, EVALUATION, TRAINING, AND COMMUNITY AND OFFENDER PARTICIPATION MODELS.
