EVALUATES THE ORGANIZATIONAL AND OPERATIONAL FORMS OF THREE SPAS, ALONG WITH THEIR COMMON TRAINING NEEDS BY FUNCTIONAL CATEGORY, WITH RECOMMENDATIONS FOR CURRICULA, DESIGN APPROACHES, AND DELIVERY SYSTEMS.
Abstract
THROUGH A SURVEY OF THE PROFESSIONAL STAFFS, PERSONAL ON-SITE INTERVIEWS WITH SENIOR STAFF, AND A REVIEW OF PERTINENT DOCUMENTS AND MATERIALS DATA WAS GATHERED FROM THE VIRGINIA, MICHIGAN, AND CONNECTICUT STATE PLANNING AGENCIES. THE COMMON FUNCTIONAL CATEGORIES WERE FOUND TO BE MANAGEMENT, GRANT ADMINISTRATION, PLANNING, PROGRAM DEVELOPMENT, PROGRAM MONITORING, EVALUATION, AUDITING, AND AGENCY ADMINISTRATION, AN INVENTORY OF THE SKILLS AND KNOWLEDGE REQUIRED TO PERFORM THESE TASKS IS PRESENTED. IT WAS DETERMINED THAT A FUNDAMENTAL TRAINING PROGRAM CAN BE DESIGNED FOR THE SPA'S EVEN THOUGH THERE ARE DIFFERENCES IN AGENCY STRUCTURES. RECOMMENDATIONS FOR TRAINING INCLUDE PROVISION FOR BASIC INFORMATION ON THE CRIMINAL JUSTICE SYSTEM, SELF-INSTRUCTIONAL MATERIAL, USE OF LOCAL EDUCATIONAL INSTITUTIONS, ON-SITE TRAINING BY LEAA FOR CERTAIN SKILLS, AND LEAA SEMINARS BUILT AROUND THE COMMON FUNCTIONAL CATEGORIES.
