THE DATA ACCUMULATION PHASE OF A KANSAS CITY PROJECT TO EVALUATE THE EFFECTS OF STREET LIGHTING ON CRIME.
Abstract
IN ORDER TO ACHIEVE PHASE 1 OBJECTIVES, THE RESEARCHERS HAVE FORMULATED A CONCEPTUAL, SYSTEM-BASED MODEL OF CRIMINAL BEHAVIOR TO SERVE AS A SOURCE OF HYPOTHESES AND A CONTEXT FOR INTERPRETING OBSERVATIONS. VARIOUS DATA SOURCES ARE CONSIDERED, AND POLICE OFFENSE FILES ARE CHOSEN FOR CRIME DATA, WHILE A PHOTOMETRIC LIGHTING DATA SOURCE IS DEVISED. A STRATIFIED SAMPLING APPROACH IS USED TO OBTAIN A RANDOM SAMPLE OF OVER 1000 CENSUS BLOCKS. DUMMY-VARIABLE REGRESSION TECHNIQUES ARE THE CHOICE FOR DATA ANALYSIS, MOST OF WHICH WILL BE PERFORMED IN PHASE II. PRELIMINARY ANALYSIS INDICATES THAT LIGHTING GENERALLY DETERS BOTH STREET AND NON-STREET OFFENSES.
