NEW YORK STUDY WHICH EXAMINED THE COMBINED IMPACT OF DRUG ABUSE, AND EXISTING PUBLIC POLICY AND STATUTORY RESPONSES TO THE DRUG ABUSE ON LOCAL CRIMINAL JUSTICE SYSTEMS.
Abstract
THE STUDY IS ORGANIZED INTO SIX CHAPTERS. CHAPTER I DEALS WITH THE LEGAL ASPECTS OF THE DRUG PROBLEM AND ALSO PRESENTS AN HISTORICAL PERSPECTIVE OF THE DEVELOPMENT OF PUBLIC POLICY RELATED TO THE DRUG ABUSE PROBLEM. THE NEW DRUG LAWS ARE DESCRIBED IN DETAIL. CHAPTER II PROVIDES A STATISTICAL ANALYSIS OF THE DATA OBTAINED FROM AN 18-MONTH SURVEY OF DRUG ARRESTS. CHAPTER III DESCRIBES THE IMPACT THAT DRUG OFFENSES HAVE ON THE CRIMINAL JUSTICE SYSTEM AND DOCUMENTS THE COSTS OF ARRESTING, DETAINING, TRYING, SENTENCING, AND SUPERVISING THE DRUG OFFENDER. CHAPTER IV PRESENTS AN INVENTORY OF DRUG PROGRAMS IN MONROE COUNTY AND AN ANALYSIS OF HEROIN ADDICTS CONTACTING PSYCHIATRIC FACILITIES OVER THE PAST FIVE YEARS. CHAPTER V DESCRIBES THE POLICY CHANGES THAT CAME ABOUT AS A RESULT OF THE NEW LAWS AND PRESENTS THE ATTITUDES OF THE LOCAL CRIMINAL JUSTICE OFFICIALS REGARDING THE NEW LAWS AND THEIR FUTURE IMPACT ON THE SYSTEM. AN ANALYSIS OF THE DRUG OFFENDERS ARRESTED DURING THE FIRST THREE MONTHS (SEPTEMBER-NOVEMBER 1973) OF THE NEW LAWS AND OF THE HANDLING OF THEIR CASES IS ALSO PRESENTED. CHAPTER VI REVIEWS THE MAJOR FNDINGS OF THE STUDY AND MAKES RECOMMENDATIONS IN IDENTIFIED AREAS OF CONCERN. (AUTHOR ABSTRACT)
