The international community now has two treaties, The Single Convention on Narcotic Drugs 1961, and the Convention on Psychotropic Substances 1971, that deal with the control of dependence-producing substances.
Abstract
This paper reviews and compares the concepts and procedures for exempting preparations from control provisions under the existing international treaties. The emergence and development of the relevant principles and procedures embodied since 1912 in the successive international control treaties are discussed as a background for the review of the actual treaty obligations faced by the parties to the conventions and by the international organizations involved. Some suggestions for possible improvement of the system for exempting preparations under the terms of the 1971 Convention are included. 12 references. (Author abstract modified)
