A COMPILATION OF THE RESULTS OF INDEPENDENT STUDIES OF THE ADMINISTRATIVE, CUSTODIAL, AND TREATMENT SUBSYSTEMS, ANALYZING THE ORIENTATION OF EACH TO THE OVERALL MISSION, OBJECTIVES, AND SERVICE PROGRAMS OF THE JAIL.
Abstract
THE STUDY FOUND THAT THERE EXISTS CONSIDERABLE CONGRUENCY IN ORIENTATION AMONG THE THREE SUBSYSTEMS REGARDING THEIR MORE GENERAL ORIENTATION TO THE JAIL'S MISSION, MAJOR OBJECTIVES, AND SPECIFIC PROGRAMS. THERE IS, HOWEVER, BASIC DILEMMA BETWEEN THE ORIENTATION OF DETAINMENT AND REHABILITATION. THE SOCIAL SERVICE STAFF AND CUSTODIAL OFFICERS HAVE EXPERIENCED DIFFICULTY IN INTEGRATING THEIR ACTIVITIES FOR THE OVERALL BENEFIT OF THE JAIL INMATES. A CONSIDERABLE PORTION OF THE SERVICE DELIVERY PERSONNEL HAS MINIMAL TRAINING TO ASSIST THEM IN PERFORMING THEIR TASKS. APPENDIXES INCLUDE DATA ON RESPONSES TO THE QUESTIONNAIRES USED IN THE STUDIES.
