THE OBJECTIVE OF THIS STUDY WAS TO IDENTIFY AND EXAMINE THE PREDICTIVE UTILITY OF SEVERAL CATEGORIES OF INDICES DIRECTED AT MONITORING PHENOMENA WHICH MAY BE AFFECTED BY CHANGES IN THE LEVEL OF OGANIZED CRIMAL ACTIVITY.
Abstract
THIS STUDY WAS UNDERTAKEN TO PROVIDE LAW ENFORCEMENT OFFICIAL WITH A GENERAL APPROACH FOR THE SYSTEMATIC DEVELOPMENT OF INDICES TO EVALUATE AND GUIDE ORGANIZED CRIME CONTROL PROGRAMS. THIS REPORT DISCUSSES TWO AREAS OF LABOR RACKETEERING, IRREGULAR USE OF LABOR UNION FUNDS AND SWEETHEART CONTRACTS. THE GENERAL PHENOMENA MONITORED FOR THIS FIRST AREA WERE DISPROPORTIONATELY HIGH FEES AND ADMINISTRATIVE EXPENSES AND RAPID SHIFTS IN ASSETS. THE SPECIFIC INDICES DEVELOPED AND ANALYZED WERE AS FOLLOWS: THE RATIO OF AVERAGE MONTHLY EXPENDITURES TO CASH-ON-HAND AND IN BANKS, THE RATIO OF ADMINISTRATIVE COSTS TO DUES, THE RATIO OF ASSETS TO RECEIPTS, THE RATIO OF ADMINISTRATIVE COSTS TO ASSETS, AND THE RATIO OF CASH-ONHAND AND IN BANKS TO ASSETS. FINANCIAL DATA WERE COLLECTED AND ANALYZED FOR 32 UNIONS, REPRESENTING 6 GENERAL OCCUPATIONAL OR INDUSTRIAL CATEGORIES. TWENTY OF THESE 32 WERE PLACED IN ONE OF TWO CATEGORIES - 'AFFECTED BY ORGANIZED CRIME' AND 'LESS AFFECTED BY OGANIZED CRIME.' THE OTHER 12 WERE TREATED AS RANDOMLY SELECTED UNIONS TO BE COMPARED WITH UNIONS BELIEVED TO BE EFFECTED BY ORGANZIED CRIMINAL ACTIVITY. THE FINANCIAL RELATIONSHIPS REVEALED BY THE INDICES WERE PLOTTED ON GRAPHS FOR EACH OF THE UNIONS AND PATTERNS DIFFERENTIATING FROM ACCEPTED PRACTICES WERE NOTED. A CLASSIFICATION SCHEME BASED ON ANALYSIS RESULTS IS SUGGESTED WHICH GOES FROM 'WELL RUN AND HONEST' TO 'GANGSTERISM' AND 'INVOLVED WITH CORRUPTION OF PUBLIC OFFICIALS.' THE INDEX HYPOTHESIZED FOR MEASURING THE LEVEL OF SWEETHEART CONTRACTS WITHIN AN INDUSTRY WAS COMPARATIVE ANALYSIS OF NEGOTIATED WAGE PACKAGES. COMPARISONS INVOLVING 12 LABOR UNIONS WERE, HOWEVER, TOTALLY INCONCLUSIVE, AND IT IS SUGGESTED THAT A MORE USEFUL ANALYSIS MIGHT BE ONE MONITORING SUBTLE DECLINES IN THE RATE OF TOTAL WAGE PACKAGE GROWTH. ON THE OTHER HAND, INDICATORS FOCUSING UPON THE IRREGUALR USE OF UNION FUNDS WERE JUDGED 'MOST SUGGESTIVE' IN IDENTIFYING CHANGES IN ORGANIZED CRIMINAL ACTIVITY AND LABOR UNIONS.
