METHODS OF IDENTIFYING AND APPREHENDING DRIVERS OPERATING WITH SUSPENDED AND REVOKED LICENSES IN A MOVING STREAM OF TRAFFIC ARE ANALYZED.
Abstract
EACH ENFORCEMENT METHOD ANALYZED IS BASED ON THE USE OF COMMUNICATIONS TECHNOLOGY TO ENABLE RANDOM MASS SCREENING OF VEHICLE TAG NUMBERS IN AN EFFOR TO DETECT SUSPENSION AND REVOCATION VIOLATORS. THE TERM 'HANDSOFF' IS USED TO INDICATE THAT VEHICLES WILL ONLY BE STOPPED AFTER A PROBABLE VIOLATOR HAS BEEN IDENTIFIED THROUGH THE VEHICLE TAG NUMBER, AND THE TECHNIQUE WOULD NOT DETAIN OR INTERFERE WITH LEGAL DRIVERS. FIVE HANDS-OFF TECHNIQUES ARE PRESENTED AND DISCUSSED: (1) VOICE TAG QUERY, CONSISTING OF VOICE COMMUNICATIONS LINKS TO A CENTRAL COMMUNICATIONS CENTERS; (2) MOBILE DIGITAL TERMINAL TAG QUERY, WHICH ENABLES OFFICERS TO ENTER VEHICLE REGISTRATION NUMBERS FROM MOBILE DIGITAL TERMINALS AND RECEIVE DIGITAL REPLY MESSAGES; (3) CLOSED CIRCUIT TELEVISION (CTV) TAG QUERY, CONSISTING OF A SYSTEM OF STATIONARY CTV CAMERAS POSITIONED TO VIEW AN ONCOMING TRAFFIC STREAM AND LINKED TO A CENTRAL MONITORING CENTER; (4)SELF-CONTAINED QUERY SYSTEM, WHICH UTILIZES AN ONBOARD COMPUTER SYSTEM THAT CONTAINS A FILE OF DENIED DRIVERS; AND (5) MANUAL LOOK-UP, IN WHICH A LIST OF DENIED DRIVERS IS PREPARED AND DISTRIBUTED TO LOCAL LAW ENFORCEMENT PERSONNEL. THE STUDY DESCRIBES THE SUPPORTNG COMMUNICATIONS AND DATA PROCESSING SYSTEM REQUIREMENTS FOR IMPLEMENTATION OF A PILOT PROGRAM AND OUTLINES A GENERAL PROGRAM PLANNING PROCEDURE. TECHNOLOGY THAT MAY IN THE FUTURE BE ADAPTABLE FOR USE IN HANDS-OFF ENFORCEMENT IS REVIEWED AND DISCUSSED. A SUGGESTED STATE SELECTION PROCEDURE IS OUTLINED FOR THE DETERMINATION OF STATES THAT COULD PARTICIPATE IN A DEMONSTRATION HANDS-OFF DRIVER LICENSE ENFORCEMENT PROGRAM.
