AN OVERVIEW, GENERAL PROGRAM REQUIREMENTS AND THOSE OF INDIVIDUAL JURISDICTIONS, BUILDING PROGRAMS AND FACILITY PLANS, TOGETHER WITH PROCEDURES FOR IMPLEMENTATION ARE INCLUDED.
Abstract
EMPHASIS IS GIVEN TO COMMUNITY RESOURCES BEING COORDINATED INTO A TOTAL EFFORT WITH STRONG GOVERNMENTAL SUPPORT IN PROGRAMS AND FACILITIES. THE ROLE OF JUVENILE JUSTICE AGENCIES IN DELINQUENCY PREVENTION, DIVERSIONS FROM THE SYSTEM, ALTERNATIVES TO INCARCERATION, AND TREATMENT AND AFTER-CARE ARE STRESSED. IT IS URGED THAT LAW ENFORCEMENT AGENCIES, COURTS, PROBATION, AND TREATMENT STAFFS BE STRENGTHENED AND MORE FULLY SUPPORTED. IT IS RECOMMENDED THAT COMMUNITY INTEREST AND PARTICIPATION BE STIMULATED THROUGH PUBLIC INFORMATION, AND RECRUITMENT AND TRAINING OF VOLUNTEERS.
