THIS PAPER DESCRIBES AND EVALUATES THE CITY'S POLICE COMMUNITY RELATIONS PROGRAMS AND RECOMMENDS SOLUTIONS DESIGNED TO IMPROVE THE PROGRAMS' IMPLEMENTATION, ORGANIZATION AND EFFECTIVENESS.
Abstract
THE RESEARCHER OBSERVED THE OPERATION OF PROGRAMS AND INTERVIEWED POLICE AND CITIZENS WHO WORK WITH THE PROGRAMS IN THE THIRD AND SIXTH POLICE DISTRICTS. THE THREE CATEGORIES OF POLICE COMMUNITY RELATIONS PROGRAM POLICE-BASED, COMMUNITY-BASED, AND POLICE AND COMMUNITY BASED - ARE DISCUSSED AS THEY PERTAIN TO WASHINGTON, D.C. STUDY RESULTS SUGGEST THAT THE COMMUNITY RELATIONS DIVISION OF THE POLICE DEPARTMENT BE DIRECTED JOINTLY BY AN OFFICER AND A CIVILIAN, THAT THE DIVISION ORIENT ITS PROGRAMS TOWARD THE WHOLE COMMUNITY RATHER THAN TOWARD JUST THE BLACK CITIZENS, AND THAT MORE PROGRAMS BE FOCUSED TOWARDS ADULTS RATHER THAN YOUTH.
