A REPORT ON THE STUDY TOUR OF A CLASS FROM THE FRENCH POLICE STAFF COLLEGE IN ST. CYR DESCRIBES THE GROUP'S RECEPTION IN WEST GERMANY AND TRAINING PRACTICES FOR GERMAN POLICE OFFICERS.
Abstract
THE TOUR TOOK THE FRENCH VISITORS TO THE SENIOR COMMAND ACADEMY IN MUENSTER-HILTRUP, THE STATE POLICE SCHOOL IN MUENSTER, TO THE TRAINING ACADEMY FOR MIDLEVEL POLICE SERVICE IN SELM-BORK, AND TO THE MUENSTER POLICE ADMINISTRATION. THE FRIENDLY RECEPTION OF THE FRENCH OFFICERS BY THEIR GERMAN COLLEAGUES HELPED FORGE A NEW ATMOSPHERE OF FRENCH-GERMAN COOPERATION. AS THE VISITORS LEARNED, THE POLICE SENIOR COMMAND ACADEMY TRAINS FUTURE TOP COMMANDERS. APPLICANTS TO THE ACADEMY MUST PASS A RIGOROUS ENTRANCE EXAMINATION. DURING THE 3-YEAR PROGRAM TRAINEES STUDY INTERVENTION LAW, CRIMINOLOGY, CRIMINALISTICS, COMMAND AND CONTROL PROCEDURES, AND SOCIAL SCIENCE SUBJECTS. POLICE COMMISSIONERS FOR NORTH RHINE-WESTPHALIA ARE TRAINED AT THE STATE POLICE SCHOOL. MIDLEVEL APPLICANTS RECEIVE 6 MONTHS OF TECHNICAL AND LEGAL TRAINING BEFORE FINAL EXAMINATIONS. THE SELM TRAINING SCHOOL FOR MIDLEVEL SERVICE PROVIDES A 2-YEAR PROGRAM WITH COURSES IN GERMAN, ENGLISH, PSYCHOLOGY, LAW, TECHNICAL SUBJECTS, AND PHYSICAL EDUCATION. NOTEWORTHY FEATURES OF GERMAN TRAINING ARE EMPHASIS ON SPORT FOR MIDLEVEL BUT NOT TOP-LEVEL POLICE SERVICE, INDIVIDUALIZATION OF TRAINING THROUGH OUTSTANDING LIBRARY FACILITIES AND APPROPRIATE PEDAGOGICAL METHODS, AND SPECIAL EFFORTS TO IMPROVE POLICE-COMMUNITY RELATIONS. THERE IS SPECIAL INSTITUTIONAL INTEREST IN PROVIDING CONTINUING POLICE EDUCATION AT ALL LEVELS, AND POLICE MANAGEMENT RECOGNITION OF THE POLICE'S SOCIAL ROLE. THE GERMAN POLICE SYSTEM, UNLIKE THE FRENCH, IS DECENTRALIZED, REQUIRING COOPERATION AMONG STATES. GERMAN POLICE MANAGEMENT METHODS IN MUENSTER RESEMBLE THOSE OF FRENCH TOWNS, DESPITE ORGANIZATIONAL DIFFERENCES. GERMAN POLICE LEADERS ATTACH PARTICULAR IMPORTANCE TO TECHNICAL RESEARCH, INTERNATIONAL COOPERATION IN POLICE WORK, AND PROTECTION OF CONSTITUTIONAL GUARANTEES OF PERSONAL FREEDOM DESPITE INCREASED TERRORIST ACTIVITIES. --IN GERMAN.
