This report presents a plan which identifies the number of inmates needing substance abuse treatment and education programs, outlines components of the treatment programs, and proposes an implementation schedule and cost analysis for the program.
Abstract
The report is presented in three parts corresponding to the legislative mandate. In the first part, it examines ways to identify substance abusing offenders through collection of data from existing reporting systems and outlines an identification process through assessment tools and other records. The second part discusses approaches to substance abuse education and treatment services with particular focus on the provision of services based on the individual abuser's unique needs. Case management is proposed for continuity of services and community treatment is emphasized for successful continuation of the treatment. The need for staff who work with the substance abuser to be properly trained and expertised in understanding substance abuse, treatment, recovery, and relapse prevention is discussed. Current substance abuse planning of the Department of Corrections includes identification of problems to be addressed, the outcomes to be achieved, the type of inmates or parolees who will participate, and the specific activities to be included. 15 charts
