A SURVEY OF 44 POLICE DEPARTMENTS OF LESS THAN 25 SWORN PERSONNEL IN SOUTHEAST PENNSYLVANIA TO DETERMINE IF THEIR PROCEDURES ARE COMPATIBLE WITH THE RECOMMENDED NATIONAL STANDARDS ON THE FUNCTION OF POLICE.
Abstract
THIS REPORT ANALYZES POLICIES AND PROCEDURES IN SELECTED POLICE DEPARTMENTS IN THE PENNSYLVANIA COUNTIES OF BUCKS, CHESTER, DELAWARE, AND MONTGOMERY. IT COMPARES EXISTING WRITTEN AND UNWRITTEN PROCEDURES WITH APPLICABLE STANDARDS DEVELOPED BY THE AMERICAN BAR ASSOCIATION IN ITS URBAN POLICE FUNCTION AND THE REPORT POLICE, OF THE NATIONAL ADVISORY COMMISSION ON CRIMINAL JUSTICE STANDARDS AND GOALS. THE PERCENTAGE OF COMPLYING POLICE DEPARTMENTS IS GIVEN AS WELL AS A NARRATIVE EXPLANATION. THE SURVEY ENCOMPASSED STANDARDS RELATING TO: POLICE FUNCTION; LIMITS OF AUTHORITY; PUBLIC COMMUNICATION; CRIME INVESTIGATION; CRIME LABORATORIES; RECRUITING; TRAINING; COOPERATION AND COORDINATION; PROMOTIONS; TELEPHONE SERVICES; RADIO COMMUNICATIONS; MINORITIES; AND PART-TIME POLICE.
